The Niagara Falls Water Board’s 2018 budget, adopted Monday night, includes $750,000 for upgrades and repairs at the city wastewater treatment plant. The plant’s condition was blamed in part for several discharges of untreated sewage into the lower Niagara River, including the July 29 black-water incident that attracted worldwide attention.
