Amazon Neptune is now available in AWS Africa (Cape Town) Region

Amazon Neptune is now available in the AWS Africa (Cape Town) Region on engine versions 1.1.0.0 and later. You can now create Neptune clusters using R5, R5d, and T3 instance types.
